Who uses Drive Time?

Drive Time is a personal development system for people of any age, gender or ability who wishes to develop their learning ability in a private or business capacity.

Drive Time offers affordable solutions which can save the system user time and money and, importantly, stay legal.

NOTE: Vehicle and cycle users, operators and managers are at risk if they do not know the National Driving and Riding Standards, rules and regulations applicable to the vehicle / cycle they drive, ride or operate on the public highway or organisation environments.

This is the company you work for or, if you are self-employed, the rules you have set yourself so that you comply with relevant legal and licensing requirements.
This covers all powered means of travel, such as cars, motorcycles, vans, bus, coach, lorry, etc.
This includes drivers and riders of all vehicles.

NOTE

The DVLA does not have responsibility for licensing lift truck operators (provided they do not drive lift trucks on public roads).

 

Mobile Plant

There are no government-issued licences for vehicles at work. The law requires that each operator is given adequate instruction and training by their employer so that they are competent to operate the machinery which they use (the Provision and Use of Work Equipment Regulations 1998; regulation9).

 

Driving Licences

Driving a car, lorry or bus/coach, and operating mobile plant are very different tasks, although they use some of the same skills. There is no legal requirement for plant operators to hold a road driving licence unless they wish to drive their vehicles on the public highway. All plant driven on the public highway must comply with the appropriate road traffic legislation. See references and useful links.

 

Authorisation, Records and Certification

Following satisfactory completion of instruction and training, the employee should be given written authorisation to operate the type or types of vehicle for which all three elements (Basic, Specified and advanced) instruction and training have been successfully completed. While there is no legal requirement for certificates of basic learning to be issued, they are strongly recommended as a useful, practical means of providing documentary evidence of relevant instruction and training having taken place and an appropriate level of operating ability having been attained.

Validation Process

Validation of learner compliance driver and rider standards shall be obtained from the driver / rider Drive Time® “Personal Learning RecordTM” folder.

Each learner shall be responsible for maintenance and up keep of their own records of professional development. Additionally learners shall also be required to undergo knowledge and skills assessments periodically. All requests for additional training shall be made to the vehicle operator or their nominated manager.

Failure to exhibit records of competence would increase the probability of one or more of the following outcomes:

  1. Personal injury or death
  2. Injury or death of other road users
  3. Damage to own property
  4. Damage to others property
  5. Damage to the environment
  6. Committing an illegal act
  7. Penalties being imposed or loss of licence entitlement.
