Road Safety: International Organisations and Institutions

A fresh push is needed if Europe’s strategic objective of halving the number of road deaths by 2020 is to be reached. Better education and training have a positive impact on road safety, which is why the EU Commissioner for Transport is proposing to improve the training of professional drivers.

The EU Commission has produced a  Questions and Answers guidance of the key points for the training of professional drivers. However, certifying the initial qualification and periodic training must be complied with according to the system in place in each EU Member State.

To give UK Drivers and transport operators have a competitive over other non-UK operator’s we have designed a “Vehicle Drivers Certificate of Professional Competence (Skills Passport)”, which;

  1. Sets out the Units, elements, Guided Learning Hours (GLH), credit values, access to road safety and technical information and compliance guidance in easy to understand and format,
  2. Provides access to other units for personal or career development,
  3. Is pre-mapped to UK and European Credit system for Vocational Education &Training (ECVET). Supporting individuals to transfer and cumulate their learning outcomes throughout Europe. Qualification questions and answers.
  4. Offers clear Information, Advice and Guidance on transport regulations in real time, clarification not confusion when to driver standards and qualifications.
  5. Can be used for career progression and professional development purposes. Vehicle driving Qualifications start with cycling, car and light van, through to professional driver and/or workplace vehicle on or off the public road.

UK Competent Authorities

Training drivers: CPC stands for “Certificate of Professional Competence”. Certifying the initial qualification training certificates to Directive 2003/59/EC requirements is the responsibility of the nominated authority in each Member State.

In the UK, the main activities and responsibilities lies with the Driver Vehicle Standards Agency (DVSA) who delivers the Secretary of State for Transport responsibilities in respect of:

  • setting standards for driving, riding and training
  • testing people to those standards
  • approving the Driver Certificate of Professional Competence (CPC) courses that lorry, bus and coach drivers have to take to stay driving legally,
  • approval of CPC periodic training courses and providers,
  • delivery of CPC Initial Qualification tests,
  • providing advice, information and education for motorists to help keep all road users safe
  • regulating standards of driving and riding instructors and making sure they’re approved to provide the right types of training,
  • the enforcement of laws relating to, or connected with, road vehicles and road vehicle operators;
  • deliver Operator Licensing and Compliance Services in line with the SLAs agreed with the Traffic Commissioners for Great Britain and the Northern Ireland Transport Regulator,
